Nairobi – Pirates off the coast of Somalia have attacked two vessels, and at least one of those has been captured.

The European Union’s anti-piracy force says pirates hijacked a chemical tanker on Monday named the MV Theresa with 28 North Koreans on board.

In a second incident, pirates attacked a Ukrainian cargo ship. Cmdr. John Harbour, a spokesman for the EU force, says that private security guards on board fired on the pirates, wounding two. Harbour says the Ukrainian ship was not hijacked.

A Somali man who claims to be a spokesman for the pirates, Gedi Ali, told The Associated Press on Tuesday that pirates had captured the Ukrainian ship. Ali also says two pirates were wounded in the attack

Madrid – A judge indicted two suspected Somali pirates captured in connection with the hijacking of a Spanish tuna trawler, moving Monday for swift resolution of a case that is prolonging the six-week hostage crisis.

Fellow pirates are holding the Alakrana and its crew of 36 just off the coast of Somalia. Besides a ransom, the hijackers are demanding the release of the two colleagues in custody in Madrid as a condition for freeing the vessel and the sailors. They were captured Oct. 2 in open waters of the Indian Ocean.

Judge Santiago Pedraz issued the indictment in response to an urgent request Saturday from prosecutors that he decide quickly whether to file charges, so as to speed up the case.

The idea is to resolve the status of the two in custody so the government can either expel them under immigration laws if they are convicted, or possibly have them serve their sentence in Somalia.

The two men in custody — identified in the indictment as Cabdeweli Cabdullahi and Raageggesey Hassan Haji — were captured a day after the hijacking by Spanish naval forces as the men left the trawler in a skiff and headed ashore to Somalia.

The charges against them are kidnapping, armed robbery and use of weapons. The men originally faced preliminary charges of criminal association, as well.

In the end, however, Pedraz has dropped that charge, and this might speed things up. Under Spanish immigration law, a foreigner who is charged with or convicted of a crime and sentenced to six years or less, can be expelled from Spain. But the crime of criminal association is excluded from that clause.

Prime Minister Jose Luis Rodriguez’s government has been fending off fierce criticism that it erred in bringing to Madrid the two pirates caught the day after the hijacking.

Relatives of the sailors still held hostage on the Alakrana have said the government should have known this would delay the crisis by causing the pirates still in control of the ship to demand their release.

The government insists it had no choice but to arrest two people who had apparently just committed a crime against Spanish citizens and property. Sixteen of the crew members are Spanish and the vessels is registered in Spain

An Islamist insurgent group in Somalia on Saturday accused authorities in the semi-autonomous northeastern Somali region of Puntland of being “unIslamic” and of suppressing its people.

Sheikh Hassan Yaqub Ali, spokesman for the Al-Shabaab-appointed Islamist administration in Kismayu, south Somalia, told local Shabelle radio that the region’s authorities did not implement Islamic Sharia law and “oppress the people.”

Two senior regional officials in Puntland, a lawmaker and a judge, were on Tuesday gunned down in the autonomous state and Al-Shabaab Islamist group was singled out as a possible culprit.

The spokesman attributed the lack of Islamic rule in the state for the growing general insecurity in the region and the recent killing of top regional officials, including the judge who presided over people accused of militancy and having links to Al-Shabaab.

“Any place where there is no Islamic rule you will see insecurity and the suppression of people and that is what is happening in Puntland,” the Al-Shabaab spokesman said.

The group’s spokesman also accused the region’s officials of handing over to Ethiopia the people suspected of opposing the government in Addis Ababa

The judge has reportedly presided over trials of people suspected of involvement in piracy and others belonging to the Islamist insurgent group of Al-Shabaab, which mainly operates in the south and center of Somalia.

Local authorities said they have arrested three people in connection with the killing of the officials and that security was tightened up in the region which is relatively stable compared with the rest of the war-torn Somalia.

The region is a hotbed for piracy which wrecks havoc on ships off the Somali coast and the Gulf of Aden.

Puntland in the northeastern part of the Horn of Africa nation has been self-governing since 1998, when the region unilaterally declared autonomy from the rest of the country and formed its own local administration

Sana’a – Yemeni coastguards have captured eight Somali pirates in the Gulf of Aden, the Yemeni Defense Ministry reported on Friday on its website.

The eight Somali pirates were on board a boat laden with two rocket-propelled grenades, some light weapons and a ladder for hijacking ships, said the ministry, citing a security source at the Yemeni Coastguard in Aden as saying.

The source said the boat and the weapons have been confiscated as investigation with the arrested Somali pirates was still ongoing.

Somali pirates have reportedly activated off the Yemeni southern tip in the Gulf of Aden. Yemen is key partner in the International Coalition Forces for combating piracy in the infected-area Horn of Africa

Paris – The French navy has seized three boats off Somalia’s coast and detained 12 suspected pirates.

The French Defense Ministry said in a statement Friday that the Floreal surveillance boat, backed by a Luxembourg maritime surveillance plane, intercepted a pirate ship and two skiffs 650 nautical miles (about 750 statute miles) east of Hobyo, Somalia.

The French sailors also seized assault rifles, rocket launchers and other weaponry during Thursday’s operation which was part of the EU anti-piracy mission in the region. The Defense Ministry says the Luxembourg plane alerted the French to the suspicious boats Wednesday and the French ship was given orders to pursue them

Brussels -The European Union is expected to approve plans next week to train some Somali armed forces, an EU official said on Friday.

Under the proposal, the EU will train up to 2,000 Somali troops in Uganda, a spokeswoman for EU foreign policy chief Javier Solana said. A decision is expected to be taken at a meeting of EU ministers on Monday and Tuesday.

“Once this is approved, we will be launching the planning,” Cristina Gallach told reporters. “There is a need and a possibility for the EU to train a number of Somali forces. Our preferred option is to do that in Uganda.”

The training would complement efforts by France, Djibouti and Uganda, Gallach said. Somalia says it wants to have 6,000 well trained troops altogether.

The country has had no strong central government since 1991 and western countries have pledged hundreds of millions of dollars to help it develop its security forces, hoping to fight piracy and restore order after more than two decades of war.

Fighting since the start of 2007 has killed some 19,000 civilians, uprooted 1.5 million from their homes and confined the government to a few key blocks of the capital, with an African Union force protecting key sites.

The seizure of international ships in the Gulf of Aden and the Indian Ocean by Somali gangs has driven up insurance rates and other costs in critical sea lanes linking Europe to Asia.

As well as the growing cost of piracy and the reach of pirate gangs, there is concern in Washington that al Qaeda will try to develop training bases in southern Somalia.

“The EU cannot solve the problem of Somalia but it can contribute,” Gallach said.

NATO and the EU play a lead role against pirates in the region, while navy ships from China, Russia, Japan and other nations are also involved in the operations that are stretched thin in the vast Indian Ocean.

Somali pirates are currently holding at least 13 vessels and more than 230 crew hostage. They are estimated to have made tens of millions of dollars in ransoms over the past three years

Madrid -Spain wants EU naval forces to blockade three Somali ports used to launch pirate attacks against ships in the Indian Ocean, Defence Minister Carme Chacon said Wednesday

She said Spain will call on European Union foreign and defence ministers to concentrate military efforts on blockading the ports at a meeting next Monday and Tuesday

“We know that it is from these three ports that most, if not all, ‘mother ships’ used by pirates reach up to one thousand miles away from the coast — as they did yesterday — and carry out kidnappings far from the coast,” she told RNE public radio

Chacon also said the pirate gangs “have ties to sophisticated law firms in London,” and she called for the international community to do more to track ransoms given to pirates to release hostages

Several law firms in London, business capital of the world’s maritime industry, have handled piracy kidnap and ransom cases in recent years

They help ship owners deal with the legal aspects of paying a ransom and engage private security contractors to negotiate with pirates and carry out the ransom drop.

Pirates on Monday launched their longest range hijack attempt to date by opening fire on the Hong Kong-flagged oil tanker BW Lion 1,000 nautical miles east of Mogadishu, the EU naval force in the region said

The next day pirates attacked the Danish-flagged container ship Nelle Maersk, also some 1,000 nautical miles east of the Somali capital

Both ships escaped their attackers but the incidents demonstrated how beefed-up security off the Somalia coast appears to be leading pirates to move deeper into the Indian Ocean and its shipping lanes linking Asia and Europe

Chacon said the attacks so far from the Somalia coast were a “giant step” for the pirates who she said were becoming bolder

The pirates usually use “mother ships” to sail hundreds of miles out to sea and then attack in small skiffs, sometimes using high-grade weapons such as rocket-propelled grenades.

“These are not romantic pirates which some may be led to imagine, they are authentic criminal organisations which are focused on kidnappings of all types merchant ships, fishing trawlers, ships belonging to the World Food Programme,” said Chacon.

The minister said Somali pirates were currently holding 12 boats and their crews hostage, including the Spanish trawler Alakrana which was seized with its 36 crew on October 2, as well as vessles from Britain, China and Malta

The pirates are demanding four million dollars (2.6 million euros) ransom as well as the release of two suspected pirates who were detained a few days after the trawler was seized and brought to Spain to face trial

The Spanish government has ruled out freeing the two suspects but Chacon said they could serve their sentence back in Somalia if found guilty of any crime.

A lawyer for one of the two detained suspected pirates, Javier Diaz Aparicio, told Spanish daily newspaper El Mundo he was trying to reach a plea bargain agreement with Spanish prosecutors.

Nairobi – A Greek-owned cargo ship was seized by Somali pirates at dawn on Wednesday in the Indian Ocean, the Coast Guard said.

The Marshall Islands-flag freighter “Filitsa”, carrying a crew of three Greek officers and 19 Filipino seamen, was attacked and seized by Somali pirates some 400 nautical miles northeast of the Seychelles as it was sailing from Kuwait, the United Arab Emirates (UAE) to the port of Durban in S. Africa loaded with fertilizer.

The ship belongs to the Order Shipping Co. Ltd.

According to the European Naval Force (Atalanta mission), pirates are currently holding at least 12 ships with more than 200 hostages, while three of the ships were seized in the last week alone.

The hijacking of the Greek vessel came just one day after the EU and the Seychelles signed an agreement allowing EU naval forces to seek and detain suspected Somali pirates in the waters off the Seychelles, where there has been a surge in piracy over the last month

Abdirisaq Abdulkadir says he heads a business group that hired the al-Mizan to carry food, electronics and other small items from the United Arab Emirates to Mogadishu. He denied reports that the ship is carrying weapons. Abdulkadir says there are 15 Indians, two Pakistanis and a Somali on board.

A man who answered a satellite phone number provided by Abdulkadir on Tuesday identified himself as a pirate and said the bandits are demanding $3 million.

Nairbi – The European Union Naval Force says Somali pirates have launched an attack on an oil tanker farther out at sea than any previous assault.

The force says pirates in two skiffs fired automatic weapons and rocket-propelled grenades at the Hong Kong-flagged BW Lion about 1,000 miles (1,600 kilometers) east of the Somali coast Monday.

The tanker’s captain increased speed and took evasive maneuvers. The ship avoided the attack and no casualties were reported. The naval force sent a plane from the Seychelles islands to investigate.

Madrid – Spanish fishermen being held captive by Somali pirates in the Indian Ocean believe a deal has been struck to secure their freedom.

Ricardo Blach, first mate of the Basque tuna boat Alakrana, said he understood the Spanish government had agreed to send two suspected Somali pirates back to their own country in exchange for the crew’s release.

The Spanish navy captured the two Somalis soon after pirates overran the Alakrana on October 2 and took its 36 crew hostage. They are set to face trial in Spain for kidnapping.

“It seems almost certain that they are going to send the (captured) pirates here,” Ricardo Blach, said in comments on Spanish state radio on Monday. “We don’t know when, whether tomorrow or in a week but it seems that they are going to send them back.”

“We want to believe it, good news, even if it’s clutching at straws, because of the tension we have here.”

The pirates holding the crew have said they would not negotiate a ransom for their release until Spanish authorities freed their two colleagues.

“In the morning (on Sunday), they were telling us in signs that they were going to cut our throats. Now the head of the pirates is smiling,” Blach said in separate comments to the Spanish daily El Mundo.

No one was immediately available at Prime Minister Jose Luis Rodriguez Zapatero’s office to comment on the reports.

But Environment Minister Elena Espinosa told state television the government was exploring various options

Judge Baltasar Garzon, who ordered the two suspects to be brought to Spain, said Spain should not give into pressure.

However, he told Europa Press agency: “I believe there are legal ways to find a solution to this conflict and without a doubt that is going to happen.”

The pirates said on Thursday they had taken three male hostages from the Alakrana ashore and might hand them to the families of the two suspected pirates being held by Spain.

However, Spanish Foreign Minister Miguel Angel Moratinos said he believed the entire crew was still on board the Alakrana.

Pirates have been plundering the busy shipping lanes off the coast of Somalia for years. Warships from 16 nations are patrolling the area to try and prevent hijacks, but the sea gangs have extended their reach far into the Indian Ocean.

While there was a lull in hijackings during this season’s monsoon rains, pirates have stepped up attacks in the past few weeks and are now holding 10 vessels and at least 187 hostages

Moqadishu – Somali President Sharif Sheikh Ahmed and a delegation of ministers and lawmakers have traveled from Mogadishu to Nairobi. 

The Somali president and his delegation are scheduled to meet officials from a number of friendly countries in the Kenyan capital for talks on the Somalia crisis. 

In addition, there are reports that the Greek government and some other governments have called the Somali president to offer financial support to his government. 

The Somali president has also been in contact with officials from a number of member states of the Organization of the Islamic Conference and will give first priority to OIC states, the Press TV correspondent in Mogadishu reported. 

This trip comes one day after the president dismissed the mayor of Mogadishu and appointed Abdi Risak Mohamed, who is also known as Engineer Nuune, as the new mayor. 

In a telephone conversation with the Press TV correspondent in Mogadishu, Engineer Nuune vowed to fight hunger and poverty in the Banaadir region and to make efforts to ensure that people displaced by the fighting in the region will be able to return to their homes. 

He also asked Somali businessmen, teachers, and traditional elders to help the municipal government’s efforts to help innocent civilians who are in need

Madrid – Spain said Friday it would not free two captured pirates as demanded by fellow brigands who are holding a Spanish trawler and 33 crew members off the coast of Somalia.

The trawler’s captain told Spanish media Thursday that the pirates on board had threatened to start killing the hostages.

Deputy Defense Minister Constantino Mendez said Friday the two Somali men were captured in connection with the hijacking of the Spanish-registered tuna boat Alakrana on Oct. 2 in the Indian Ocean and brought to Madrid.

He told Spanish National Radio: “The situation is not negotiable.”

However, he seemed to leave open a possibility of transferring them to the court system of another country.

Pirates holding the Alakrana took three crew members ashore to Somalia on Thursday, the Defense Ministry said.

The wives of two crew members who spoke to their husbands Thursday said the pirates are demanding the release of the two in custody in Madrid as a condition for letting the ship and its crew go.

On Thursday night, the skipper of the Alakrana, Ricardo Blach, told Spanish television the heavily armed pirates on board had threatened to kill the three crew members taken ashore if there was no progress in freeing the two men.

“They told us an hour ago that if there is no movement relating to those who are in Spain, then they would begin by killing those three in three days’ time, and then they would take another three, and so on,” Blach said.

Blach said around 30 pirates aboard the Alakrana consumed drugs, often quarreled among themselves and were equipped with machine guns, bazookas, grenade launchers and handguns. “If you say anything to them, they put a pistol to your forehead,” he said.

“This morning they took us all toward the bow of the ship and they began shooting, aiming at the mast and not us people, but the ricochets could have hit any of us,” Blach said.

On Friday, relatives of the crew issued an urgent appeal for the Spanish government to free the detained pirates. “Otherwise they will be jeopardizing the lives of our loved ones,” they said in a statement released in the Basque town of Bermeo, where the Alakrana is based.

The company that owns the Alakrana, Echebastar Fleet, urged the government to “facilitate the departure of the two Somalis detained in Spain, taking urgent measures.”

Mendez ruled out freeing the two. But when asked if they might be transferred to an African country, similar to a case in May, he seemed to suggest that was an option.

“One can discuss issues of jurisdiction at length. They have many angles and law is not mathematics. Therefore, it is something that is open to differing opinions,” Mendez said.

In May, Spanish naval forces caught seven young pirates trying to hijack a Panamanian-flagged ship in the Gulf of Aden. Spanish courts initially considered bringing them to Madrid, but ultimately turned them over to Kenya under an anti-piracy agreement with the European Union

Madrid – Somali pirates have threatened to kill three crew members taken hostage from a Spanish fishing vessel if two suspected pirates being held in Spain are not freed, the captain of the vessel said on Friday.

“They have taken three of our crew and have given a deadline of two days,” captain Ricardo Blach told Spanish television by phone from the tuna boat Alakrana, which was seized on Oct. 2.

“If in two days there are no signs that those two Somalis are being sent back here, they are going to kill them (the three crew members) and immediately take another three hostages. This is a lottery,” Blach said

Istanbul – Turkish navy commandos detained five pirates trying to hijack a Greek boat in the Gulf of Aden, the Turkish military said on Thursday

The Greek boat was travelling 70 miles from the coast in a security corridor when pirates in a motor boat fired on the vessel

“The (Turkish naval ship) TCG Gediz prevented the ship hijacking with warning shots and helicopter backup … The TCG Gediz reacted to the call for help issued by the M/V Theoforos and detained the five bandits on board the motor boat,” the military said in a statement.

Madrid – Somali pirates holding a Spanish fishing boat captive for the past month suddenly transferred three of the crew members to land Thursday, reports said.

It is thought to be the first time that any of the 36-member crew — 16 from Spain and 20 from Africa and Asia — were removed from the Alakrana, which was captured October 2 in international waters off Somalia.

Various Spanish relatives of crew members talked to Spanish media Thursday, saying they had received urgent phone calls from their loved ones on the ship, urging the Spanish government to immediately release two suspected pirates being held in Madrid.

The two suspects, identified as Raageggesey Hassan Haji and Cabdiweli Cabdullahi, were detained by the Spanish military a day after the fishing boat was captured.

The two suspects had left the fishing boat in a small vessel heading toward land, authorities said, and the military swooped in to stop them on the high seas. They were later brought to Madrid, where a judge has charged them with piracy and kidnapping.

It is thought to be the first time suspected Somali pirates have appeared before a Spanish judge and been charged.

Spain’s Defense Ministry and the boat’s owner, the Echebastar Fleet of Bermeo, Spain, have been closing monitoring the situation but have generally been tight-lipped about details of potential negotiations.

The Echebastar Fleet has said the Alakrana is the first of its ships to be captured by pirates, but there have been previous attempts on its ships

A Spanish tuna fishing boat from another company was seized last year by Somali pirates and later released, after ransom reportedly was paid.

Spain is part of a European Union task force against piracy in the Indian Ocean off Somalia. The Spanish parliament last January agreed to increase Spain’s presence with up to 395 troops and assets, including a frigate and aircraft

Spanish Defense Minister Carme Chacon told parliament before the vote that the fight against piracy “is of vital importance for the defense of the geostrategic and economic interests of Spain, and will provide security to our fishing fleet,” according to a defense ministry statement

Sana’a – Somali pirates have recently hijacked a Yemeni fishing boat in the Somali territorial waters after fire exchange that left at least one hijacker dead, Yemeni Interior Ministry reported on Monday.

In a Press Release posted on its website, the ministry cited the Yemeni Coast-guards as saying that the fishermen on board the boat exchanged fire with the hijackers to defend themselves against violent attack, which led to the death of one hijacker and injury of another.

The fishermen could not escape from the Somali pirates who finally managed to hijack the Yemeni fishing boat along with its crew.

“The hijackers grabbed the fishermen and dragged them into the Somali area of Eyl,” said the ministry, adding that the “Yemeni fishermen and their boat are still being held by Somali hijackers at Eyl.”

The press release mentioned neither the number of the fishermen and the pirates nor the date and time of the hijacking.

Moqadishu – The European Union’s anti-piracy force says a Norwegian warship has clashed with suspected Somali pirates.

A statement from the force says a team from Norwegian warship HNOMS Fridjof Nansen on Sunday went to talk to the crew of four fishing boats near Alula, a northeastern Somali coastal village known for piracy.

The crew on the first three boats cooperated but when the Norwegian team approached the fourth boat, shots were fired at them. The team fired in self-defense and retreated to avoid further violence, the statement says.

Bosaso – Somali pirates have hijacked a Yemeni fishing vessel in the Gulf of Aden overnight after a gun battle, in which at least one hijacker was killed.

“We have attacked a Yemeni fishing boat. It was fishing near Eyl last night,” pirate Bashir told Reuters by phone from Eyl.

“They had weapons and fought us. They killed one of us and injured another , but we have hijacked it at last. It’s in our hands now.”

Since last year, an armada of foreign warships has been patrolling the Gulf of Aden in a bid to root out piracy in the notorious region, which is viewed as one of the busiest maritime trade routes on the globe.

Moqadishu – Hundreds of Somalis, in response to an al-Shabaab militia request, have held anti-Israeli protests in the Somali capital, Mogadishu.

A large crowd of people voiced their opposition to Israel’s aggressions against Palestinians by chanting anti-Israeli slogans in the streets of Mogadishu, AFP reported.

According to eye-witnesses, the demonstrations took place in northern Mogadishu which is controlled by al-Shabaab fighters.

They chanted slogans such as “Israel should be destroyed, God is great”.

“They are killing your Muslim brothers and sisters and stopping them from performing prayers in the holy sites of Allah,” a top al-Shabaab commander, Sheikh Fuad Mohamed Shangole told the crowd.

Shangole said that the time is now ripe for going to war with Israel to liberate the sacred cities.

“You are aware of Israel’s terrorist acts against Muslim Palestinians. They ruin the holy shrines of Muslims,” he added.

Al-Shabaab commander, Abdifatah Aweys Abu-Hamsa, said the group’s fighters “are prepared to liberate and defend the holy mosque of Al-Aqsa.”

Abu-Hamsa pointed out that a special military unit named Quds Brigade will be set up for the purpose of liberating and defending Al-Aqsa Mosque.

Tensions have been high in the Palestinian territories in recent weeks after Israeli extremists backed by police forces entered the holy Al-Aqsa mosque and clashed with Palestinian youths who tried to defend the site.

The Israeli assault sparked mass demonstrations in numerous Middle Eastern countries, including Iran and Turkey.

The Organization of the Islamic Conference has also warned Israel of “dangerous consequences” for acts of sacrilege in the holy mosque

The registration is meant to ensure that all Somali nations residing in Uganda get new identity cards.

The Somali nations are each required to produce two passport photographs, and details concerning area of residence, job and number of dependants per family.

The registration follows threats by Somali terrorists to attack Uganda and Burundi respectively in revenge for rocket attacks that killed 30 people in Modadishu.

Moqadishu – Somali pirates said on Thursday they had agreed a ransom for a Greek ship hijacked in May and expected to release the vessel soon

“We’ve agreed to take a $3.5 million ransom to release a Greek ship. We are just waiting for the money,” pirate Hassan told Reuters by phone from the coastal town of Haradheere

“We shall get down from the ship in the coming 48 hours, if not earlier. That is, as soon as we get the cash. The crew is safe and the negotiation is over, although it has taken a long time.”
